In his inaugural speech, Reagan said he will “curb the size and the influence of the Federal establishment and demand recognition… to the state.” The Block Grant Policy cut the power of the federal government and gave the states more power to control their own precinct. The state is able to do things without worrying whether or not the federal government will take part in it.
